The burner cover has no paint or design. My understanding of a burner cover was if you are cooking the spill over would not get in the burner tray and burn and smoke. My roommate is a chef and said that they are to go on after you cook? what?

They are just for use when not cooking. If you use this while you’re cooking the burner is going to trap all the heat melt the cover start a fire and ruin the burner. Been there done that Not pretty.
Believe me just don’t do it PLEASE
Definetly after you cook, your roomate is correct
your roommate is a chef not an appliance engineer. The burner cover should distribute the heat more evenly.
